The international ''VOX FACTOR'' - helps to measure qualification aspects of election candidates.
How to measure the IQ intelligence of election candidates? No, better use the VOX FACTOR.
There is no universal way to measure the quality of election candidates
for parliaments and for government.
The IQ intelligence quotient does not fit, due to its rather limited definition.
A half-way solution for this problem exists since 2005
A definition of optimal politics has been created,
related to universal non-national aspects:
- economy, unemployment, family, taxation concepts,
- legal concepts, fundamental rights etc.
So far this exists only in German language:

Citizens and journalists can measure the quality of election candidates
on a scale between 0 and 100 %. A 100 % candidate is ''perfect''.
This can not just be translated or otherwise be ported to other countries:
Included aspects of national politics have first to be eliminated.
In addition, the details of the definition of the rating system have to be rewritten,
now carefully aligned to basic values of universal recognition,
in order to be acceptable in all countries.
This future international version will be a reduced type of measurement.
The necessary exclusion of various aspects means that the resulting measurement
does not any more represent the over-all qualification of a candidate.

The international concept will only measure the qualification in some knowledge fields
where facts can be measured, like economy, basic justice, management,
... let us call it for example the ''VOX FACTOR''.
Evidently, a very wise politician could properly delegate all such subjects.
So the ''VOX FACTOR'' does not express an opintion if the candidate is a good one or not.
The ''VOX FACTOR'' can therefore not be considered as a voting recommendation.
It is only a helpful combined numeric expression of already known aspects.
It does not interfere with national political life and opinion-making.
The international concept is planned for the following languages:
- English (_1 000_) (also might apply to south und south-east Asian democracies)
- French (_1 000_) (also might apply to some democracries of northern and of central Africa)
- Spanish (_2 000_)
- Russian (_2 000_)
- Arabic (_10 000_)
- Chinese (_10 000_)
- ?Japanese? (_10000_) (this part of the project will possibly be dropped)
The author of the VOX concept has enough knowledge in these listed languages
in order to supervise the coherence of the project and the authenticity of the language versions.
The specific language versions require some financial support.
The amounts above are those required to start an initial version in the specific language.
(In Euro, or the equivalent in US\$, which is roughly the same amount.)
After the initial version, later any amount of financial support will be helpful for permanent evolution.
The amounts for initial Arabic and Chinese versions are far higher (10 000 Euro).
This is because it will be a far more difficult task to develop the VOX concept for languages
and countries where siginificant non-rational aspects still dominate political life.
In order to be tolerated in these countries, significant conceptual care is required.
